BFAP correspondence to FPS Public Health and RIZIV regarding reforms

On February 14, 2026, the Belgian Federation for Outpatient Psychiatry (BFAP) addressed formal correspondence to the FPS Public Health and the RIZIV, providing critical and constructive feedback on the proposed ACA reforms.

In this letter, BFAP emphasizes the importance of coherent alignment between outpatient psychiatry, primary care psychological support (ELP), and general practitioners, with a view to efficient, integrated care for complex psychiatric issues. Furthermore, it advocates for the preservation of full psychiatric consultations (45–60 minutes) and for the structural anchoring of multidisciplinary consultation within a collaborative care model.

These positions are legally (Law of May 10, 2015; Law of July 10, 2016) and clinically substantiated, anchored in the biopsychosocial care model, and explicitly align with the objectives of the Federal Coalition Agreement 2025–2029, including the strengthening of outpatient mental health care, early intervention, collaboration with primary care, and prevention of hospitalization.

With this policy feedback, BFAP hopes to contribute to a supported and sustainable reform of the psychiatric nomenclature and thanks all involved actors and numerous respondents for their substantive support throughout this process.
